APEX / HTMLDB Application Fails With Timeout Error In Mod_Plsql Log File

Information in this document applies to any platform.
When attempting an action in APEX / HTMLDB, such as logging in, importing an application, etc., the application fails. The error log shows the following timeout error:
[Fri Apr 29 11:05:52 2005] [warn] [client xxx.xxx.xxx.xxx] mod_plsql: Long running URL [/pls/htmldb/wwv_flow.accept] timed out [Fri Apr 29 11:11:07 2005] [error] [client xxx.xxx.xxx.xxx]
If Web Cache is in use, the following error is recorded in the Web Cache event log:
[09/Jun/2009:11:10:32 +0100] [error 11364] [ecid: 80410028275,0] Network error response is returned.
[09/Jun/2009:11:10:32 +0100] [error 11385] [ecid: 80410028275,0] The request fails because the service is unavailable.
