Symptoms
Executing a DCM command or performing an administrative operation via AS Console fails
Examples:
1. Create an OC4J instance via AS Console and you may see the error
The operation failed..

Root Cause: CTLAGTS_GET_FAIL : Can't find resource for bundle
oracle.sysman.emSDK.conf.EmConfigMsg, key CTLAGTS_GET_FAIL
Resolution: See base exception for details.
2. Issuing a DCM command like
results in an error like:

Base Exception:
The exception, 100999, occurred at Oracle Application Server instance "<instance name>"

Resolution:
Resolve the indicated problem at the Oracle Application Server instance where
it occurred then resync the instance
