Runtime Assistant Error ORA-00942

This problem can occur on any platform.
Symptoms
After entering all of the required configuration information into the Runtime Assistant the assistant starts the install but
fails with an error.
The error reported in the assistant log is:

The error terminates the RT assistant and the runtime repository cannot be installed.
Changes
It is possible that the database and/or OWB have been upgraded
