DB Tools Fail, Erroneously Indicating OID Is Up

This problem can occur on any platform.
- bulkmodify or another DB tool (such as bulkload, catalog.sh, etc) fails to add a value to previously empty attribute "owner", with:
bulkmodify -c <OID_db> -b "CN=Domain Guests,CN=Users,dc=us,dc=oracle,dc=com"
-a owner -v "cn=orcladmin,cn=Users,dc=us,dc=oracle,dc=com" -f objectclass="orcladgroup"
This tool can only be executed if you know database user password for OiD
Enter OiD Password ::
OID Processes running on target node and entry cache is enabled
Shutdown OID Process on target node or disable entrycache for bulkmodify
- OID is not currently up
