DB Tools Fail, Erroneously Indicating OID Is Up

Symptoms
- bulkmodify or another DB tool (such as bulkload, catalog.sh, etc) fails to add a value to previously empty attribute "owner", with:
bulkmodify -c <OID_DB_ALIAS> -b "CN=<USERNAME>,CN=Users,dc=<COMPANY>,dc=com"
-a owner -v "cn=<NEW_OWNER>,cn=Users,dc=<COMPANY>,dc=com" -f objectclass="orcladgroup"
This tool can only be executed if you know database user password for OiD
Enter OiD Password ::
OID Processes running on target node and entry cache is enabled
Shutdown OID Process on target node or disable entrycache for bulkmodify - OID is not currently up
