ODISRV Will Not Start; Nothing Written to the odisrv0x.log

Symptoms
In an HA environment where a virtual hostname is used.
Attempted to start the odisrv process as follows:
oidctl connect=<OID_DB_ALIAS> server=odisrv instance=1 configset=1 flags="port=<PORT>" start
oidctl connect=<OID_DB_ALIAS> server=odisrv instance=1 configset=1 flags="host=<HOSTNAME> port=<PORT>" start
oidctl connect=<OID_DB_ALIAS>server=odisrv instance=1 configset=1 start
(Each attempt, first cleared the record with serverid=7 off the ods_process table.)
For each attempt, odisrv process does not start, and odisrv01.log does not get updated.
oidmon.log does not report any errors other than a killed of the process.
