Opatch Fails with Missing_component : Oracle.Rsf.Rdbms_rsf, 10.1.0.5.0 (or 10.1.0.4.0) (Doc ID 338338.1)

Symptoms

There is two variations of an error:

1.
When applying a patch on Oracle Application Server 10g Release 2, version 10.1.2.0.0 or 10.1.2.0.1, an error message is given by OPatch. The installation cannot continue because of the error message; it would be expected that the patch is installed without error messages.

Issue can be verified by the OPatch output which will show the following:

SKIPPING_COMPONENT=oracle.rsf.nlsrtl_rsf,10.1.0.4.0
SKIPPING_COMPONENT=oracle.sysman.agent,10.1.0.4.0
SKIPPING_COMPONENT=oracle.rsf.net_rsf,10.1.0.4.0
MISSING_COMPONENT : oracle.rsf.rdbms_rsf, 10.1.0.4.0

This Oracle Home does not have components/versions required by the patch.
ERROR: OPatch failed during pre-reqs check.
OPatch returns with error code = 150

2.
When applying a patch on Oracle Application Server 10g Release 2, version 10.1.2.1 or 10.1.2.0.2, an error message is given by OPatch. The installation cannot continue because of the error message; it would be expected that the patch is installed without error messages.

Issue can be verified by the OPatch output which will show the following:

SKIPPING_COMPONENT=oracle.rsf.nlsrtl_rsf,10.1.0.5.0
SKIPPING_COMPONENT=oracle.sysman.agent,10.1.0.5.0
SKIPPING_COMPONENT=oracle.rsf.net_rsf,10.1.0.5.0
MISSING_COMPONENT : oracle.rsf.rdbms_rsf, 10.1.0.5.0
