Squares Are Displayed in Reports Builder Object Navigator When NLS Set to IW8ISO8859P8 or IW8MSWIN1255 (Doc ID 341168.1)

Symptoms

On some MS Windows machines all the characters in Reports Builder Object Navigator appear as squares e.g [] [] []

This issue occurs when NLS_LANG = [Language].[Territory].IW8ISO8859P8 or  IW8MSWIN1255

The menu in Reports Builder looks fine

There is no such problem seen in Forms 10g Builder.

The problem can occur on a machine hosting an English or non-English install of MS Windows

The locale / regional settings of the MS Windows machine may be set to Israel / Hebrew

The problem does not reproduce when NLS is set differently e.g  WE8MSWIN1252 or UTF8. However, such settings prevent hebrew characters from being displayed correctly in Forms Builder / Runtime.
