Before Parameter Form is Invoked After Submitting the Html Form When Started From Forms

Symptoms
When running a report from Forms that shows a Parameter Form, the Before Parameter Form trigger of the report is invoked twice. The first time this trigger is invoked before the Parameter Form shows up (correct), the second time after submitting the Parameter Form (wrong).
This will make the code to be executed twice. As a side effect when setting default values to parameters in this trigger, this will cause these values to be always used despite the user selects something else in field on the Parameter Form ( this because selected value is then overwritten).
