Symptoms
When attempting to run report over web:
http://host:port/reports/rwservlet?destype=cache&desformat=PDF&report=test.rdf
it fails with Error:
REP-1800: Internal error
REP-62203: Internal error reading the image Can't create cache file!.
REP-1800: Formatter error.

There are no errors in $ORACLE_HOME/reports/logs/rep_<host>/rwserver.log.
