After Creating a New User Container, OIDDAS Tabs Fail With "Error Encountered While Connecting To Directory Server" (Doc ID 364653.1)

Symptoms

A new container was created, named "<NEW_USERS>", at the same level as "Users" container, as shown in Oracle Directory Manager under "Entry Management".

A few users were added in this newly created container.
OIDDAS logins are successful, however clicking any tabs fails with:

Error Encountered While Connecting To Directory Server
