OC4J_BI_Forms Java.Net.Noroutetohostexception: No Route To Host (Doc ID 365026.1)

OC4J_BI_Forms cycled continuously. It came up for about two minutes  and then shutdown for two.
So applications deployed on this container were not in operational mode. This affected Reports, Forms and Discoverer applications.

opmn/logs/OC4J_BI_Forms_default_island_1  showed this:

The OC4J instance was continuously restarted because the OPMN's ping URL resulted in timeouts.
"Ping URL for proc: 1384644616 failed while pinging url:/reports/rwservlet/pingserver?start=auto"

And the application.logs found under the directory j2ee/OC4J_BI_Forms/application-deployments reported many "Broken Pipe"s messages.
