REP-51002 With a Reports Server on a Machine That is Connected to a Network using VPN (Doc ID 365424.1)

After created a standalone Reports Server on a Windows machine that is connected to a network using VPN then there is the following error:

REP-51002 Bind to Reports Server reports_server_name failed.

When running the following command for a 10.1.2 Reports Server:

Network connection via VPN or a machine without a network connection, a standalone machine, is used.
