Unable To Deploy BPEL Processes From JDeveloper

Symptoms
After restarting the BPEL server you are not able to access the BPEL server from JDeveloper to deploy a bpel process.
Checking the BPEL server connection in JDeveloper returns the following error;
No error message or hints where found in the oc4j log files and in the domain.log
