FRM-92101 And Internal Server Error When Creating A New Session (Doc ID 375478.1)

Symptoms

Forms server running fine form some hours but there is a moment where creation
of new sessions fails with FRM-92101 and with Internal Server Error when trying to access. The following error appear in the reports  servers:
java.lang.OutOfMemoryError: unable to create new native thread
        at java.lang.Thread.start(Native Method)
        at oracle.reports.server.JobManager.runJobLocal(JobManager.java:1775)
        com.sun.corba.se.internal.iiop.ListenerThread.run(ListenerThread.java:67)
and in the OC4J~OC4J_BI_Forms~default_island~1 and
OC4J~OC4J_BI_Forms~default_island~2 log files:
[DTG] the session of Forms has been aborted <822>: Failure in the
process of run time during the beginning with
/usr/oracle/motores/forms10g/bin/frmweb errors: error while loading shared
libraries: libhpi.so: cannot object open shared cases out: Such does not case 
out or directory

Since the system in that moment has free memory and idle cpu and the expected behaviour is that it continues to create new sessions.
