OWB Control Center Service Start Results In ORA-01882: Timezone Region Not Found (Doc ID 391717.1)

Symptoms

The Control Center Service fails to start.

The Control Center Service log file shows:

runtime service connection failure for user OWB_REP on Service
TEST.Hostname.comp.com at Host <HOSTNAME> -RPE-01003: An infrastructure condition prevented the request from completing.
- ORA-01882: timezone region not found

 

Or

A manual start shows  :

SQL> @C:\oracle\owb\owb\rtp\sql\start_service.sql
Not available
Diagnostics:
