New Password Policy Is Not Applied To A New Subtree

Symptoms
A Fine-Grained (subtree) Password Policy has been created in OID 10.1.4 following the documentation in the Oracle Internet Directory Administrator's Guide 10g (10.1.4.0.1):
19.2.1.3 Creating Password Policies by Using Oracle Directory Manager
The Password Expiry for this policy has been configured to be a very small value e.g. 10 seconds.
When logging into an SSO-protected site such as DAS with a user created under the subtree the password never expires.
