Installing Oracle Server Registry Fails with ORA-12505 (Doc ID 393575.1)

Symptoms

The installation of Oracle Service Registry 10.1.3 into Oracle Application Server 10.1.2.0.2 fails.

Installation trace file registry/log/install.log shows:
