Report Server Fails to Start With REP-0002 (Doc ID 394988.1)

Symptoms

Reports Server fails to restart after being stopped with the following error :

Rep-0002 : Unable to retrieve a string from the report builder message file.

The last entries of the rwserver.log file is something like the following: 

***  -- Reports Server is starting up
***  -- java.io.UTFDataFormatException
***  -- java.io.UTFDataFormatException
***  -- Reports Server started up engine rwURLEng-0
***  -- Reports Server started up engine rwEng-0 

Changes

Report Server is stopped and does not start up again.
