Language Detection not Working as Expected - Forms Are Picking Up English Not French (Doc ID 397124.1)

Symptoms

Two configuration sections have been created: [testfrm] and [testfrm.fr]

The French language should be picked up if the acceptLanguage is paramter is set to acceptLanguage=fr-ca

When running Forms, even though the browser language shows as French (acceptLanguage=fr-ca) the form is still appearing in English. A View > Source of the HTML that called Forms shows:

<PARAM NAME="serverURL" VALUE="/forms/lservlet?ifcfs=/forms/frmservlet?config=test&acceptLanguage=fr-ca">
