OracleAS 10g OPMN Fails to Start OC4J - "OID Dependency Failed" (Doc ID 401882.1)

Symptoms

An attempt to start an OracleAS 10g OC4J instance running in a middle tier fails.

The commands

opmnctl startall


or
 

opmnctl startproc process-type=<OC4J instance name>


fail with the error stack

Error
--> Process (pid=>pid>)
failed to start a managed process because a dependency check failed
oid dependency failed

Changes

The error is specific to OC4J instances running in an OracleAS 10g Middle Tier which has an association with an OracleAS 10g Infrastructure (Identity Management and Metadata Repository).
