Oracle HTTP Server Fails with Error " File exists: mod_plsql: Not enough privileges to create sub-directory under PlsqlCacheDirectory" (Doc ID 409244.1)

Symptoms

Oracle HTTP Server does not start or it seems to be up and running but it fails with Internal Server Error when trying to access the website.

The following error is displayed in the Apache error_log file:

[crit] (17)File exists: mod_plsql: Not enough privileges to create sub-directory under PlsqlCacheDirectory
[error] (17)File exists: mod_plsql: Please check your enviroment.

Changes

There was a power cut and the environment wasn't cleanly shutdown.
