Unable to Connect to APEX: ORA-12537

Information in this document applies to any platform.
APEX has been installed and configured according to the instructions in the HTML DB / Application Express installation guide, and has been configured with an HTTP Server or with Oracle REST Data Services (ORDS).
When running the URL http://servername:7777/pls/apex, a "Page cannot be displayed" error occurs.
A review of the error_log shows the following:

[Tue Jan 30 14:47:43 2007] [error] [client 220.127.116.11] [ecid: 1170186161:18.104.22.168:6137:0:49,0] mod_plsql: /pls/apex/apex HTTP-503 ORA-12537
[Tue Jan 30 14:50:57 2007] [warn] [client 22.214.171.124] mod_plsql: Long running URL [/pls/apex/apex] timed out
