Bulkload Does Not Import Special Characters Correctly (Doc ID 417019.1)

Symptoms

Special characters like German umlauts are not imported correctly using the bulkload utility.

The issue can be reproduced at will with the following steps:

    1. Have an entry in OID with German umlauts.
    2. Dump the entry into an LDIF file:
