Installing Repca against a 10.2.x Database Fails with 'DBMS_IAS_VERSION.SET_COMPONENT_LOADING' (Doc ID 429874.1)

Symptoms


When installing the Metadata Repository Configuration Assistant (REPCA) against a 10.2.x database, it fails finding the

'DBMS_IAS_VERSION.SET_COMPONENT_LOADING'.  The repca_2007-04-24_05-44-22_PM.log  shows the following errors:

Additionally, REPCA log shows that it is embedded with an old release of SQLPLUS version.
