Cannot Log in to APEX After Database Upgrade

The database has been upgraded to a higher version. The APEX version has not changed for the installation. After the upgrade, the following error occurs when trying to login to APEX:
line 1, column 7: PL/SQL: Statement ignored
Database has been upgraded.
