Rotation of access_log and error_log Files is Not Working

Symptoms
In the Oracle HTTP Server (OHS) log directory, ($ORACLE_HOME/Apache/Apache/logs), one will find access_log and/or error_log files that have grown to 2GB in size which cause OHS to stop responding.
Note: This is for an Application Server install in a Grid Control home.
Notice that the error_log/access_log have no timestamp extension.
Without removing these files or moving them to a new name, the server fails to restart with the following error:
