Symptoms
Oracle Express is assigned by default an opmn local port 6100 while installation.
This opmn local port 6100 is observed having many connection threads in TIME_WAIT state, opmn process takes much resources and reserves many ports as well.
The following errors can be seen when trying to start up the Grid Control Agent simultaneously with Oracle Express opmn.
