Hcsp Files And Search Highlighting

This problem can occur on any platform.
Symptoms
After performing a search for a search term (for example - in Quick Search) an hcsp page sometimes shows the search term highlighted and sometimes does not.
Since the hcsp are often forms, checking the form results in the highlighted terms ending up in the newly checked in content, which is undesired.
Hcsp's with a format of text/hcsp had the highlighting info but those with a format of form/hcsp did not.
