Symptoms

Customer has a user who wants to access the Script Template menu option within
the Workflow admin applet. They have played with permissions/rights and have not been able to give access without making the user a full admin.

The user is trying to set up some jumps in workflows and believes that
in order to do that a Script Template needs to be set up.
