'Folder Owner' Metadata Field Fails to Populate with External Users

Symptoms
Folder Owner metadata on the Folder creation/configuration page: We have an external LDAP provider configured for user provisioning. Shouldn't the Folder Owner be populated with the list of users from LDAP. Currently we see this list of users coming from the database and do not include the external users.
As sysadmin - I see a drop down where I can select a user which is coming from Content Server user database.
As any other user - I only see a text box where the user enters the owner name. This user name entered by the folder creater is not validated against internal Content Server user database or external source.
