Can thumbnails be created when conversion process is skipped?  

Is there a way to generate a thumbnail when the documents are not being converted?

 No. The Inbound Refinery (IBR) creates the thumbnail. If the IBR isn't being used, then there isn't a way to create the thumbnail.
