"Unable to resubmit content item" when Using IdcCommand (Doc ID 450203.1)

Goal

When attempting to execute multiple resubmits with the 'IdcCommand' utility using the 'RESUBMIT_FOR_CONVERSION' service, the following error is returned:

"Unable to resubmit content item. The content item is not in a failed conversion state."


How can this be accomplished with out using Repository Manager?
