REP-50600 Starting Reports Server In Non-Networked Computer or Before Finishing the Installation (Doc ID 452651.1)

Symptoms

Trying to create a standalone reports server in a middle tier 10.1.2.2 or 10.1.2.3 release installation not connected to the network (non-networked AS installation is supported in MS Windows platforms):

REP-50600 Broadcasting is Disabled.

In FMW 11g R1 or R2, the config.sh may run and after 30 minutes, more or less, it displays the following errors that are coming from rwserver_diagnostic.log:
