Oracle Service Registry Installation Is Failing

Symptoms
Installation of SOA Registry:
$IAS_HOME/jdk/bin/java -jar oracle-service-registry-10.1.3.1.jar
aborts with minimal information.
The install.log shows:
...
porting.hostname=<HOSTNAME>
db.system.name.condition=oracle
porting.context=registry
oracle.database.password=***
Aborted
...
In running the GUI version, you may see this error:
java.lang.ArrayIndexOutOfBoundsException: -1
at java.util.Hashtable$Enumerator.nextElement() (/usr/lib/libgcj.so.5.0.0)
at javax.swing.RepaintManager.paintDirtyRegions() (/usr/lib/libgcj.so.5.0.0)
at javax.swing.RepaintManager$RepaintWorker.run() (/usr/lib/libgcj.so.5.0.0)
Changes
New installation.
Noted on this platform:
Linux version 2.6.9-42.ELsmp (bhcompile@hs20-bc1-1.build.redhat.com)
(gcc version 3.4.6 20060404 (Red Hat 3.4.6-2))
And running this JVM:
gij (GNU libgcj) version 3.4.6 20060404 (Red Hat 3.4.6-3)
