How to Enable User-Created Custom Check In Templates in Content Server

In the older versions of Records Manager (pre-10gR3), there was an option to have end users create their own custom check-in templates without the assistance of an administrator.  In 10gR3, this option has seemed to disappear.  Is it still available within the 10gR3 version of Records Manager?
