OWB11g Repository Installation Fails With INS0009: Unable to connect to the database with user OWBSYS (Doc ID 457764.1)

Symptoms

The first creation of an Oracle Warehouse Builder Workspace using the Repository Assistant fails with one or more of the following errors:

INS0009: Unable to connect to the database with user OWBSYS.
java.sql.SQLException: ORA-01017: invalid username/password; login denied


or...

INS0009: Unable to connect to the database with user OWBSYS.
java.sql.SQLException: ORA-28001: the password has expired


or...

INS0009: Unable to connect to the database with user OWBSYS.
java.sql.SQLException: ORA-28000: the account is locked

Changes

Oracle 11g has been installed, and the OWB Repository Assistant is used for the first time to create a Warehouse Builder Workspace.
