Deploying BI Publisher Application To OC4J Fails With Error "Invalid class loader hierarchy"

When deploying a Business Intelligence (BI) application to an OC4J instance with the following command:
java -jar admin_client.jar deployer:oc4j:opmn://hostname/publisher oc4jadmin oc4jadminPassword
-file ...\Windows\Oracle_Business_Intelligence_Publisher_Standalone\manual\oc4j\xmlpserver.ear
-deploymentName xmlpserver

fails with the error:

07/09/21 10:51:40 Notification ==>Operation failed with error:
Invalid class loader hierarchy. You have more than one version of 'org.apache.commons.logging.Log'
visible, which is not allowed.
