OPMN Confguration Assistant Fails While Installing 10.1.3.1 Application Server (Doc ID 460475.1)

Symptoms

OPMN Configuration Assistant fails during installation of Oracle Application Server 10.1.3.1.0
The HTTP Server refuses to start due to permission issue.

ERRORS

InstallActions log file contains the following error messages

Launching /app/oracle/OHS/opmn/bin/opmnctl startproc
opmnctl: starting opmn managed processes...
opmn id=<HOSTNAME>:6200
0 of 1 processes started.

ias-instance id=<IAS_ID>.<domain>
ias-component/process-type/process-set:
HTTP_Server/HTTP_Server/HTTP_Server/

Error
--> Process (index=1,uid=<UID>,pid=<PID>)
failed to start a managed process after the maximum retry limit
Log:
/app/oracle/OHS/opmn/logs//HTTP_Server~1.log

start status 204

Http Server error.log file contains the following entries

[crit] (13)Permission denied: make_sock: could not bind to port 443
