Index Fails On Retries, Reports "Unable to index metadata only"

Information in this document applies to any platform.
When attempting to fully index the Content Server, the following message is reported:
Error: Unable to index metadata only
The issue can be reproduced as follows:
1. Login to the Content Server as sysadmin.
2. Visit the Administration tray and the Admin Applets section.
3. Launch the Repository Manager.
4. Choose the Indexer tab.
5. In the 'Collection Rebuild Cycle' section choose 'Start'.
