Symptoms
When using Process on a Windows 2003 system that has 2 CPU's (no hyperthreading) and package processing threads are set to 6, the system is not able to process packages sufficiently. The environment generates a large back log, which eventually slows the system to point where it is unusable.
When 2 more CPU's were added in an attempt to set the package processing threads to 8, the Process Broker would not start and the following error was observed.

The issue can be reproduced at will with the following steps:
1. Add additional CPUs to the system (for a total of 4 processors).
2. Increase the processing threads up to 8.
3. Attempt to start the process service.
