The sqlnet Listener Is Going Down When Opmn Startall Is Executed

Symptoms
After applying the 10.1.0.5.0 PatchSet on an infrastructure 10.1.2.0.2 ORACLE_HOME, all the client connections to database fail (e.g. OID connections to the database). The sqlnet listener logs the following error in $ORACLE_HOME/network/log/listener.log:
