Goal
There are many reasons for WebCache reporting error 503 in the access_log.
Aside from the obvious causes such as the Origin Server is not available, this note provides a checklist for addressing WebCache 503 errors on Windows platforms.
Some of the steps may not address the issue, but they are requirements prior to filing a bug.
