"Internal Server Error" Running Discoverer Reports (Plus Or Viewer) HTTP Server Getting Restarted Frequently

Symptoms

Oracle Application Server Discoverer Reports fails with 'Internal Server Error' message.  The following messages are written to the logs.

error_log

[Fri Nov 16 11:59:15 2007] [warn] mod_onsint: Unable to match diagnostic port to a port in the port list. Adding the diagnostic port as a new port to the opmn dms port list. It is host localhost, port:7200.
[Fri Nov 16 11:59:15 2007] [notice] Oracle-Application-Server-10g/10.1.2.0.2 Oracle-HTTP-Server configured -- resuming normal operations



ipm.log and HTTP~Server~1
Reports restart entries as follows:

07/11/14 16:21:06 [4] [libopmnohs] Process Unreachable: HTTP_Server~HTTP_Server~HTTP_Server~1 (240910796:19579)
07/11/14 16:21:08 [4] Stopping Process: HTTP_Server~HTTP_Server~HTTP_Server~1 (240910796:19579)
07/11/14 16:21:10 [4] Starting Process: HTTP_Server~HTTP_Server~HTTP_Server~1 (240910796:0)
07/11/14 16:21:12 [4] Process Alive: HTTP_Server~HTTP_Server~HTTP_Server~1
