Running The Form Fails With The Error: oracle.forms.engine.Main not found (Doc ID 468673.1)

When attempting to run the form with JRE, the following error occurs in the client machine:
ERROR: oracle.forms.engine.Main not found

Checking if frmall.jar (as it contains oracle.forms.engine.Main) can be downloaded from the Application Server with:

http://<HOST>:<PRT>/forms/frmservlet/frmall.jar

fails on all clients.
