Oracle HTTP Server Intermittently Restarted by OPMN

- This was written for 10g version, but same concepts apply to 11g
The ipm.log file shows intermittent ping failures to the HTTP_Server~HTTP_Server~HTTP_Server~1 component. The OPMN monitor is killing the HTTP Server when ping checks seem to indicate it has
become unresponsive. The symptoms are confirmed in the ipm.log with:
<date time>  [libopmnohs] Process Unreachable: HTTP_Server~HTTP_Server~HTTP_Server~1 (xxxxxxxxx:xxxx)
<date time>  Stopping Process: HTTP_Server~HTTP_Server~HTTP_Server~1 (xxxxxxxxx:xxxx)
