Symptoms

When attempting to login to Portal as any user (including the standard orcladmin and portal users), the following error occurs:

Internal error (WWC-00006)
Unexpected error encountered in wwsec_app_priv.process_signon (User-Defined Exception) (WWC-41417)

Login to ORASSO and OIDDAS works successfully for these same users.

Portal.log shows:

OID diagnostics completed with the following errors
ERROR Could not access the OID server.
ERROR Could not connect to the application. ORA-31203: DBMS_LDAP: PL/SQL - Init Failed.
Application DN: orclapplicationcommonname=portal.xxx.xxxxxx.xxxxxxx,cn=portal,cn=products,cn=oraclecontext Application password: <ENCRYPTED PASSWORD>
