Oracle HTTP Server Fails to Start when Using ROTATELOGS Option on Windows (Doc ID 473043.1)

Symptoms

OPMN fails to start Oracle HTTP Server with no errors reported in HTTP_Server~1 or ipm.log log files (under <ORACLE_HOME>\opmn\logs directory), after enabling Rotatelogs for Oracle HTTP Server which is running on a Windows machine, by following the the Manual page: rotatelogs documentations. 

The following configuration is added to the httpd.conf inorder to configure the Rotatelogs:

CustomLog "|<ORACLE_HOME>\Apache\Apache\bin\rotatelogs <ORACLE_HOME>\Apache\Apache\logs\access.log 43200" common 

 Where the Rotatelogs executable file is present under %Oracle_home%\Apache\Apache\bin\ directory.
