Why is 'sysadmin' Not Allowed to Reject Items in Workflow?

Goal
The 'sysadmin' user can approve workflow items by finding the content item in Repository Manager, right-clicking on the item, and selecting Approve. This can be done even if sysadmin is not a reviewer for that workflow.
However, if sysadmin does the same thing but selects Reject instead of Approve, an error is displayed stating:
Why is it that sysadmin can approve content items, but is not able to reject content items in a workflow?
