Managing Indirect Passwords - "Error Parsing Application-Server Config File" (Doc ID 556474.1)

Symptoms

Issue with managing indirect passwords :

Trying to use Indirect Passwords for Datasources configured in data-sources.xml
by following the document:
http://docs.oracle.com/cd/B32110_01/web.1013/b28957/deploysimple.htm#BABGBACB

This document talks about adding following to the system-application.xml.

<password-manager>
  <jazn provider="XML"
   location=ORACLE_HOME/j2ee/instance_name/config/system-jazn-data.xml />
</password-manager>


As per documentation, password-manager has to be configured, but when doing that, the OC4J instance fails to start with this error:
