Starting OC4J Fails With - java.lang.NoClassDefFoundError: oracle/security/jazn/ApplicationServerProxy (Doc ID 556724.1)

Oracle Application Server 10.1.3 on Microsoft Windows platform.
For last several days starting "home" oc4j container fails with following error :

opmnctl startproc process-type=home
opmnctl: starting opmn managed processes...
opmn id=<host>:<port>
0 of 1 processes started.

ias-instance id=<instance>

--> Process (index=1,uid=<uid>,pid=<pid>)
failed to start a managed process after the maximum retry limit
Log: ORACLE_HOME\opmn\logs\OC4J~home~default_group~1

File ORACLE_HOME\opmn\logs\OC4J~home~default_group~1  contains:

OC4J startup failed
java.lang.NoClassDefFoundError: oracle/security/jazn/ApplicationServerProxy
